Randolph Town Council Approves $145 Million FY27 Operating Budget Amidst Fiscal Challenges
The Town Council convened a special meeting to discuss and approve the Fiscal Year 2027 operating budget. The proposed budget totals $145,283,131.87, with $138,851,337.09 to be raised from taxation, and the remainder from various funds including ambulance reserves, water/sewer enterprise funds, and free cash. The budget was presented by Town Manager Brian Howard, highlighting increases in health insurance, FICA, retirement, and debt/interest payments. Significant discussion occurred regarding school charter assessments, out-of-district tuition costs, and the impact of the Student Opportunity Act ending. The council ultimately approved the budget with a vote of nine in favor and zero opposed. The council also acknowledged the need to address long-term fiscal sustainability, potentially through overrides, due to reliance on free cash and limitations of Proposition 2.5.
